Digital nomads and remote workers in Serbia

Serbia has no separate digital nomad visa. Here is what people who work online actually do: how long you can stay, how to stay longer through your own company, and where tax starts.

I'm Srdjan Bogicevic, a lawyer in Belgrade. A good part of my clients work online: developers, designers, consultants, people with a foreign employer and a laptop. Most of them ask the same few questions in their first message, so here are the answers in one place.

Your options in one minute

  • Visitor, up to 90 days. If your passport is visa-free for Serbia, you can stay up to 90 days in any 180-day period. It is a rolling window, not 90 days per calendar year. Register your address within 24 hours of arrival; hotels do it for you, with a private apartment the host should.
  • Longer: residence through your own company. Serbia has no nomad visa, so people who want to stay usually open a Serbian d.o.o., get employed by it and apply for a single permit, which covers residence and work.
  • Other bases. Owning property in Serbia, family reunification or studies can also be a basis for temporary residence. Which one fits depends on your situation.

Working for your foreign clients from a Belgrade café for a few weeks is how most nomads start. Living here most of the year, with a lease and a local bank account, is a different situation, and the residence and tax questions come with it. Plan them before you sign a 12-month lease, not after.

Step by step if you want to stay

  1. Company by power of attorney. You sign a power of attorney at a notary at home, add the apostille and send us the original. The d.o.o. is registered about 5 working days after it arrives (details).
  2. Employment in your own company. You become the director and an employee. The company invoices your foreign clients and pays you a salary.
  3. Single permit. The application for residence and work is filed online once the company and your employment are in place. The police decide; we prepare and file (Visa D and residence). If your passport needs a visa for Serbia, a Visa D comes first.
  4. Bank account. The company needs a business account, and banks usually want to meet the director once in person. A personal account is much easier once you have residence (personal account, bank account for nomads).
  5. Accountant. A licensed accountant keeps the books every month and files the annual statements. Plan for that cost from day one.

Tax: the 183-day line

As a rule, you become a Serbian tax resident if you stay here 183 days or more in a 12-month period, or if Serbia becomes the centre of your business and life. A tax resident is taxed in Serbia on worldwide income, so look at the tax treaty with your home country before you cross that line.

With your own company the numbers are simple: 15% on profit, and tax and contributions on the salary you pay yourself. There are also incentives for newly arrived residents employed in Serbia, with conditions on previous residence and salary. Whether they fit you is worth checking before you set up the salary. Frequently asked questions

Does Serbia have a digital nomad visa?

No, not as a separate visa. People who work online usually stay as visitors first, and if they want to stay longer they get temporary residence on another basis, most often work in their own Serbian company.

How long can I stay without a visa?

If your passport is visa-free for Serbia, up to 90 days in any 180-day period. It is a rolling window, not 90 days per calendar year. Check your own passport on the Serbian Ministry of Foreign Affairs list, because the rules differ by country.

Do I need to register my address?

Yes. Every foreigner has to be registered within 24 hours of arrival. Hotels do it for you. With a private apartment or Airbnb, the host should do it; if not, you go to the local police station with your passport.

Can I work for my foreign employer or clients while I'm here as a visitor?

For a short stay, this is how most nomads work. Once you stay longer, live here most of the year and pay rent here, the question becomes residence and tax, not just days. Plan that before you sign a long lease.

How do I stay longer than 90 days?

You need temporary residence on a legal basis. For people who work online, the most common route is a Serbian company (d.o.o.), employment in it, and a single permit for residence and work. Other bases exist, such as owning property in Serbia, family or studies.

Can I open the company without being in Serbia?

Yes. You sign a power of attorney at a notary at home, add an apostille, and send the original. Registration takes about 5 working days after the original arrives in Belgrade.

Company or sole proprietor (preduzetnik)?

For most foreigners who don't have residence yet, a company (d.o.o.) is the simpler start, because it can be registered remotely and becomes the basis for residence. A sole proprietorship can make sense later, once you live here.

What does the company cost to run?

Plan for a licensed accountant every month, the bank fee, the registered address if you don't have an office, and the annual financial statements. Taxes: 15% on profit, and tax and contributions on the salary you pay yourself.

When do I become a tax resident?

As a rule, if you stay in Serbia 183 days or more in a 12-month period, or if Serbia becomes the centre of your business and life. A tax resident is taxed in Serbia on worldwide income, so check the tax treaty with your home country first.

Is there a tax incentive for people moving to Serbia?

There are incentives for newly arrived residents employed in Serbia, with conditions on previous residence and salary. Whether they fit you depends on your situation, so check before you set up the salary.

Can I open a bank account?

A non-resident personal account is possible, but banks ask a lot of questions and each bank decides differently. It is much easier once you have a Serbian company or residence. For a company account, banks usually want to meet the director in person once.

How long does residence take?

Company registration takes about a week. The single permit application is filed online once the company and your employment are in place, and the decision usually comes within a few weeks. The police decide; we prepare and file.

Do I need health insurance?

If you are employed by your own Serbian company, you are in the public health insurance system through your contributions. As a visitor, bring travel insurance.

Belgrade or Novi Sad?

Belgrade has more coworking spaces, nightlife and flights. Novi Sad is smaller, calmer and a bit cheaper. The legal side is the same in both.

What does living in Belgrade cost?

Less than Western Europe, but central rents have risen a lot in the past few years. Internet is fast and coworking is easy to find. Look at a few neighbourhoods before you sign a 12-month lease.

Can my partner or family join me?

Yes. Family reunification is a separate residence basis once you have your own residence. Marriage and birth certificates need an apostille and a sworn translation.

What happens after a few years?

Temporary residence is renewed. After five years of continuous temporary residence you can apply for permanent residence, if you meet the conditions.

Do I need a lawyer for this?

Legally, no. In practice the problems are in the details: the founding act, translations, apostilles, the bank and the timing of residence. My job is to make sure everything after registration actually works.

What does SerbiaGate charge?

Company registration €370, registered address in Belgrade €480 a year, Visa D application €550 per person, temporary residence €850 per person. State, notary and translation fees are extra and listed upfront. The first written reply is free.

My passport needs a visa for Serbia. What then?

Then you usually apply for a Visa D at the Serbian embassy first, based on your Serbian company, and apply for residence after you arrive. It takes longer, so start early.

Tell us what you are planning

A few lines are enough. Every message is read by our lawyer, and the first written reply is free.

  1. You send the form. WhatsApp opens with your message already written. This website stores nothing.
  2. We reply, usually the same business day. If something is missing we ask four things: citizenship, where you live and pay tax now, what the business or income is, and when you want to start.
  3. You get a written plan with fixed fees before any work begins. If we think a bank is unlikely to say yes, or Serbia is the wrong choice for you, you hear it then.
