Serbia's single permit and 3-year residence: what changed
Amendments to Serbia's Law on Foreigners and Law on Employment of Foreigners made relocation faster and simpler. Here is what changed for entrepreneurs.
In short: since 2024, Serbia issues a single permit for residence and work, temporary residence can last up to three years, and permanent residence is available after three years instead of five.
The four main changes
| Topic | Before | Now |
|---|---|---|
| Residence and work | Two permits, two procedures | One single permit, one procedure |
| Temporary residence | Up to 1 year | Up to 3 years |
| Permanent residence | After 5 years | After 3 years |
| Applications | On paper, at the police office | Electronic application announced |
Most changes apply from 1 February 2024. Processing times in practice vary by office and season.
Who needs a Visa D first?
It depends on your passport. Nationals of countries that need a visa for Serbia first apply for a Visa D at a Serbian embassy, then enter Serbia and apply for residence. Nationals of visa-free countries, including EU citizens and many others, can enter Serbia and apply for temporary residence directly at the local police administration for foreigners.
Residence through your own company
For entrepreneurs, the most common basis is a Serbian company. You register a d.o.o. (about 5 working days, fully remote), then apply for residence based on your role in the company. Family members can follow through family reunification.
- Register the Serbian company by power of attorney
- Visa D at the embassy, only if your nationality requires it
- Temporary residence application in Serbia, with proof of accommodation, means and health insurance
- Residence card, then resident banking and, if you meet the conditions, Serbian tax residency

Longer permits mean fewer renewals and less paperwork. The three-year path to permanent residence makes Serbia one of the faster routes to long-term residence in Europe. And a single permit removes one of the most annoying steps for founders who also work in their own company.
